Who We Are

Anchor of Hope Homes is a private, mission-driven independent living housing provider dedicated to serving individuals who are unhoused or at risk of homelessness across Riverside, San Bernardino, and surrounding regions. We believe that stable housing is the foundation for every other form of recovery and progress.

Our Why

Founded on Lived Experience

Tommy L. Smith, a proud U.S. Navy Veteran, founded Anchor of Hope Homes after witnessing the devastating effects of housing instability firsthand, both in his own community and among fellow Veterans returning home. His personal journey from service to civilian life illuminated the critical gap between crisis shelters and true stability.

Motivated by a deep sense of purpose and responsibility, Tommy joined the local Continuum of Care to contribute meaningfully to coordinated, regional solutions, turning personal experience into lasting community impact.

The Problem We Address

Homelessness continues to rise across Riverside and San Bernardino Counties, placing immense pressure on individuals, families, and the systems meant to support them. A critical shortage of safe, substance-free shared housing leaves too many people cycling between shelters, streets, and unstable placements — with no clear path forward.

Rising Homelessness

Both counties face year-over-year increases in unsheltered individuals, straining shelter capacity and community resources.

Limited Safe Options

Substance-free shared housing remains scarce, leaving individuals without a stable, supportive environment to rebuild.

Veterans at Risk

Veterans are disproportionately impacted, often falling through the gaps of existing programs and services.

Missing Bridge Housing

The lack of interim housing options prevents individuals from making the critical transition to permanent stability.

Ages 18–65

We serve a broad and underserved population of adults who are ready to rebuild — people who need structure, safety, and support to make the transition from crisis to stability. Our doors are open to those who too often fall between the cracks of existing programs.

Individuals currently unsheltered or in unstable living situations who are ready for a structured, supportive environment.

Men and women who served our country and now need a safe, dignified path back to civilian housing and independence.

Adults exiting incarceration who need stable reentry housing as a foundation for successful community reintegration.

Get Involved — Connect Clients to Stable Housing

Our intake process is designed to be simple, responsive, and trauma-informed. We welcome referrals from the full spectrum of partners in our regional homelessness response network — and we are committed to quick turnaround so that individuals in need are not left waiting.

Direct Agency Referrals

Agencies can submit referrals directly through our intake process — no lengthy paperwork or barriers.

Case Manager & Probation Teams

Case managers, probation and parole officers, and outreach teams are encouraged to reach out to establish an ongoing referral relationship.

Behavioral Health & Nonprofit Partners

Behavioral health providers and nonprofit organizations are welcome to collaborate and co-refer clients in need of stable housing.
